Successful companies start small. When they hire freelancers, they start with low rates and later on increase when business is booming.

Secondly, he feels secure with freelancers and believes he can get the best out of other freelancers. So, he decides to hire more freelancers.
And lastly, you have helped the client grow his business, which means he will need more help. So there are high possibilities for repeat gigs.
